Nope, she doesn't say that they *turn* to dust. She said that when a monster dies, their dust is buried, the same as the book in fact, and the same thing of not saying where the dust comes from. Is monsters turn to dust? Is they cremated? We can't say for sure right now, since, unlike Undertale, the game has not yet clarified this point.
