Regarding Civil War prison camps: They really existed! The Toluca Prison Camp is fictional, since Silent Hill is a fictional location, but it was likely inspired by similar prison camps such as Andersonville and Elmira prison camps that operated during the American Civil War. Poor sanitary conditions and lack of food and supplies led to rampant disease and mass starvation in such camps, and they garnered quite an infamous reputation as a result, especially since the newly-developed technology of photography managed to capture images of the prisoners in detail that simple narratives accounts and illustrations couldn't, as harrowing as they are in their own right. You can read about the thousands of people that died there, but only when you see a photo of a man starved to the point where he looks like an actual skeleton with skin do you really start to appreciate how awful the conditions were. It was nothing less than real-life horror and a dark chapter in America's history (prisoners weren't skewered alive though, that's just an invention of the game).
