To summary the plot because it maybe confusing , the guns majima was given by the dojima family ( at that time rubber bullet only the police knows about and devolp to control riot , so saeijima and majima didn't know such thing exist let alone saw it , not to mention how hard to get a gun in japan) , shimano family was under dojima at that time , and the dojima family orderd majima in the last minutes to not go , which is why majima was punished in Y0 because he tried to defy the order (which would make the dojima family take resposibillty as the sasai family ) , meaning shibata family made a deal with dojima family under the table , either by money or owning them a favor , and this scenario was created by katsuragi and shibata , for katsuragi to be the captin of the uneu seiwa clan , while shibata makes his rival sasai family fall and take the responiblity while shibata takes the boost saeijma wanted to give to sasai , sugichi as a spy probably thought the police wouldn't care about a fued between yakuza (like what happened to kiryu in kwiami 1) , but got caught by munakata , whom he took adevatge of the situation and blackmailed them and turned sugichi into his lapdog , tanimura's father felt something is wrong and tried to reopen the case and found munkata's curroption , munakata orderd sugichi to eliminate tanimura's father , 25 years later katsuragi planned to get kamurcho hills from the tojo clan by making that ihara scene with arai , while arai goes into hiding under shibata , and uses saeijma sister to get rid of the shibata family who knows the truth in the past alongside shibata himself because he asked katsuragi too much favors , munakata took adevantege of daigo been cornerd by katsuragi scheme to turn him into his new lapdog
